PLANNING COMMISSION
February 18, 2008

The Planning Commission met Monday, February 18, 2008 at 5:30 p.m. in the conference room of City Hall.  The following members were present:  Don Hamilton, Chairman, Mario DiPietro, Pat Webb, Brian Gosey and Tommy Holcombe, Building Official. 

Bill Scantland, agent for the Landmark Group, was present to represent the developing company and to answer any questions that the Commission might have regarding development plans for the property on the agenda.  Tom Whitted, agent of Kingside Properties, was present to represent the landowner/seller.

The following items were presented to the board:

Chairman Hamilton called the meeting to order and then called on Mr. Holcombe to describe the first order of business.  Mr. Holcombe introduced Mr. Scantland and Mr. Whitted to the Commission.  A request has been made to rezone the property described as Parcel 5019-20-71-6753 and located at 601 South 5th Street from Industrial to General Residential 2.    The developer has proposed remaking the existing old Easley mill and converting the same into condominiums and apartments.  The Planning Commission has received no phone calls from the public in opposition or affirmation.  Mr. Holcombe explained to the Commission that Industrial was the one zoning district which was periodical and would not allow for multi-family housing.  Mr. DiPietro asked about the acreage involved in this request.  Ms. Welborn answered that it would involve 18.06 acres.  Mr. DiPietro asked the developer how his project would affect his position to register the property with the National Register.  Mr. Scantland answered that it was their intention to only develop approximately 6 to 7 acres with the mill at this time.  Ms. Welborn expressed concern for the traffic flow which this project will cause and suggested that all access roads be from South 5th Street and not any side road.  Mr. Holcombe assured her that SC Department of Transportation will be closely worked with and referred to during this project.  Mr. DiPietro then requested that General Commercial be considered for this property instead of GR2.  Many properties along South 5th are already rezoning to this zone and it would allow this developer more flexibility for the property should he decide at a later date to add a beauty salon or something of that sort.  Requesting an explanation of the zoning differences, Mr. Holcombe explained to Mr. Scantland that GR2 would restrict him to residential only and GC would allow him to build residential but expand to commercial uses, as well.  Mr. Scantland asked if there were any density differences in the zoning.  Mr. DiPietro does not believe so and Mr. Holcombe agrees.  Mr. Scantland likes the proposal made by Mr. DiPietro and Mr. Whitted accepts the proposed zoning change, as well.  Mr. DiPietro made a motion to change the zoning of 601 South 5th Street from Industrial to General Commercial.  Ms. Welborn made a second to that motion and a unanimous vote was then counted.  Mr. Scantland and Mr. Whitted were then informed that the Commission, who acted as an advisory board to Council would present this motion to City Council on March 10 at 7:00 p.m. at the LEC Court Room. 

Mr. Hamilton adjourned this portion of the meeting so that the Commission could join the City Council in a workshop lead by Chip Bentley of the Appalachian Council of Governments to discuss the status of the update of the Comprehensive Land Plan and Zoning Ordinances.
