a. Ordinance 2009-07 approving the execution and delivery of a development agreement with Easley Commons Retail Associates, L.L.C.; approving the appropriation of $1,700,000, if necessary, from funds of the city to effectuate the implementation of the development agreement; approving all other actions incidental to effect the agreement; and other matters relating thereto.
