Planning Commission
July 18, 2011



The Planning Commission met on Monday, July18, 2011 in the Planning and Development Office Conference Room. The following members were present: Vice Chairman, Mario DiPietro, Pat Webb, Ray Williams, Brian Gosey, Jim Robinson and Tommy Holcombe, Building Official. (An online newspaper PATCH was also present for the meeting), and Chief Scott Smith, from the Crosswell Fire Department. Absent, Chairman, Don Hamilton.


Mr. Mario DiPietro, Vice Chairman open the meeting by explaining that the Planning Commission is an advisory board and the next two readings are with the city council for approval. The procedure has changed for you to speak and sign up at the council meeting you can sign up to speak 5 minutes before the meeting which starts at 7:00 pm.

The following item were presented to the board:

Annexation Request-, HRS Properties of the Upstate, LLC-Hendrick Honda made application to have 1.99 acres on Cardinal Drive located on Pickens County Tax Map #5039-20-81-8927 and 6.06 acres at 4589 Calhoun Memorial Highway located on Pickens County Tax Map # 5039-16-82-8581 annexed into the corporate city limits as GC (General Commercial).

Pickens County attorney Ken Roper attended the meeting to ensure that the property lines had been properly surveyed and researched more carefully before the final decision.

The contractor; Craig Zirklebach, Zirklebach Construction, 200 South Main Street, Greenville, SC 29601stated he was here to answer any questions on the project. Tommy asked him if the project was going to wait on the annexation time to pass or work under Pickens County. Mr. Zirklebach stated the goal is to proceed but wasn’t sure of the time line of the annexation but will proceed accordingly. Mr. Holcombe explained that after the Planning Commission meeting it then goes through two readings of the Easley City Council which meet in August and September.

Mr. Gene Hinkle was at the meeting to represent the owners of this property. Mr. Tommy Holcombe, Building Official stated to the board that we have not received any phone calls on the annexation of this property. The first annexation request parcel # 5039-20-81-8927 located off of Cardinal Drive has a point contiguous to the city and the second parcel # 5039-16-82-8581 is separated only by the street itself. This request is to receive city services and the owner wants to bring it into the city for future use.



Pat said her issue was the contiguity and Tommy has assured her that it is contiguous because she has not seen any surveys on this property, so having the contiguity required by the state she recommended annexing these two properties and zoning appropriately to General Commercial. Mr. Gene Hinkle said the information the company submitted with the application included a copy of the official survey. The corner is contiguous according to the records that I have from our surveyor. Mario requested the information be provided to Pickens County before it could be approved.


Pat made 1st motion to approve this request subject to it being contiguous, seconded by Brian Gosey, Jim wanted a discussion before his vote. Mr. Robinson questioned the owner of the parcel being annexed and the plat shows the owner as Easley Real Estate Investors and wanted to know since combining the lots is it changed. Pickens County Tax Assessors office is sometimes behind on their recording. Mr. Hinkle confirmed that HRS owns it. There are two parcels one parcel is in question of contiguity that is parcel #5039-20-81-8927. The question was to bring in both parcels at the same time or annex parcel that is contiguous first and then the other parcel. Tommy said either way it is one ordinance.

Pat amended her 1st motion and then made motion to approve the first annexation request parcel # 5039-20-81-8927 Tract D located off of Cardinal Drive that has a point contiguous to the city, Jim Robinson made 2nd motion, all in favor. The second parcel # 5039-16-82-8581 this request subject to it being contiguous, Pat made 1st motion, seconded by Brian Gosey, all in favor to annex this property into the City of Easley as General Commercial.

There being no further business, the meeting was adjourned.
