Council Meeting Minutes, December 12, 2011
The Easley City Council met on December 12, 2011 at 7:00 p.m. at the Law Enforcement Center. All members were present; Lisa Garrett served as the secretary recording the minutes.
The news media is notified in case of a called meeting. All regular meetings are on the second Monday of each month at 7:00 p.m. and all of the media has been so notified.
The Mayor called the meeting to order at 7:00 p.m. Councilman Chris Mann gave the invocation.
Mayor Bagwell asked for everyone to stand and pledge allegiance to the flag.
There were no corrections or additions to the minutes and they stand approved.
Mayor Bagwell called for reports from Council Members.
Ward 1- Councilman Garrison – No Report Ward 2 – Councilwoman Dodson – No report Ward 3 – Councilman Mann – Commend Scott Burkheister for a good job on the Tree Lighting and Christmas Parade. Bike Committee will meet Thursday morning Dec. 15th at 8:15 a.m. in the conference room of City Hall. Ward 4 – Councilwoman Valentin – The Wayfinding Committee met on Nov. 30th to review a sample of the directional signs. It was approved and things are moving forward. Ward 5 –Councilman Wright: No Report Ward 6 – Councilman Watson –No Report
Mayor Bagwell called on Mr. Fox Simons, City Administrator, for his report. The bicycle donation was a success with 68 bicycles being donated to needy children around the city. At the last meeting Mr. Wright asked about the Prescription Drug Program, it will roll out in February 2012. There will be more information forthcoming in January. The Fire Dept. rang the bell for the Salvation Army at Wal-Mart and raised over $5,800 for them.
Mayor Bagwell called on citizens who wish to address council: Cynthia Smoak with the Pickens County Cancer Center. The organization is run completely by volunteers and donations. To raise money for the center they are having a BBQ Fundraiser April 12-14th in Old Market Square. It is sanctioned by the SC BBQ Association. They would like approval to sell beer at this event. The sale of beer would increase their revenue. Council will discuss this and advise her at a later date.
Unfinished Business: Ordinance Second Reading. Ordinance No. 2011-33 To re-zone approximately 12.002 acres of real property located on the East side of Beverly Drive from General Residential-2 Conditional, to General Residential-2 (tax map number 5029-65-17-7623). Councilman Mann made the motion to approve with a second from Councilman Garrison. Councilman Watson called for the question and the motion passed unanimously.
New Business Ordinance First Reading: None
Resolutions: Resolution No. 2011-21: A resolution of the City of Easley, S.C. making specific findings that certain areas outside of the downtown area redevelopment project area, but within the municipal limits of the City, benefit the downtown area redevelopment project area and other matters related thereto. There was some discuss on this resolution. Councilman Watson wanted to know if the TIF committee had approved all the plans. The neighborhood citizens raised $5300 for the project and the TIF has allotted $20,000. It will be a green space park area and will beautify that corner lot. The Mayor called for the question and the motion passed 6-1 with Councilman Watson voting no.
The Mayor made the motion to adjourn the meeting at 7:30 p.m.
