Easley City Council Meeting

JANUARY 14, 2008


The Easley City Council met on January 14, 2008 at 7:00 p.m. at the Law Enforcement Center.  All members were present. 

Mayor Bagwell called the meeting to order and Councilman Mann gave the invocation.

The news media is notified in case of a called meeting.  All regular meetings are on the second Monday of each month at 7:00 p.m. and all of the media has been so notified.  Members of the media present were THE PROGRESS and THE GREENVILLE NEWS.   

There were no corrections or additions to the minutes and they stand approved.  Mayor Bagwell stated that the minutes as well as a report on bills for payment for the City of Easley and the Community Development Agency are on file in the City Clerk’s Office.

Mayor Bagwell called for reports from Council Members:
Ward 1 – Councilman Garrison – Congratulated Mayor Bagwell, Councilman Mann, Councilman Wright and Dr. Lyday on being elected to their seats in the recent election.
Ward 2 – Councilwoman Dodson – No report.
Ward 3 – Councilman Mann – Congratulated Councilman Garrison and Mayor Bagwell on the recent election and to Councilman Wright and Dr. Lyday on their re-election.
Ward 4 – Councilwoman Valentin – No report.
Ward 5 – Councilman Wright – Congratulated the winners of the recent election.
Ward 6 – Councilman Watson – Congratulated the winners of the recent election.

Mayor Bagwell called on Mr. Fox Simons, City Administrator, for his report.  Mr. Simons reported the following:
· Congratulated the winners of the recent election and wished Mayor Christopherson well in his retirement.

Mr. Simons called for any additional reports from department heads:
Police Chief Traber – no additional report.
Fire Chief Womack – no additional report.
Public Works Director Hunnicutt – no additional report.
Municipal Judge Crowe – no additional report.
Planning Director Holcombe – no additional report.
Recreation Director Powell – no additional report.

Mayor Bagwell stated he received a letter from Mr. George Newton requesting that Item No. 10 (a) on the agenda be postponed until a later date.

Mayor Bagwell called on Mr. Danny McMullen with the Easley Soccer Club to speak requesting a variance on registration signs.  Mr. McMullen requested to place 20 signs inside the city limits for soccer registration.  Signs are to be removed by February 9, 2008.  Councilman Watson made a motion that was seconded by Councilman Mann to approve this variance request.  The motion carried unanimously.

Mayor Bagwell called on Mr. Terry Garrison to speak regarding Miss Easley and Miss Teen Easley.  Mr. Garrison introduced Miss Easley, Miss Amber Yarborough and Miss Teen Easley, Miss Amanda Parker to the Mayor and members of Council.  Miss Yarborough stated her platform is how to empower your life and bringing out the best in yourself and that current dreams can become a reality.  Miss Parker stated her platform is give kids a smile and to help children and families in need. 

Second reading was given Ordinance No. 2007-33 to adopt the National Flood Plain Ordinance and to amend Chapter 152 of the Easley City Code of Ordinances to reflect the new Ordinance.  Councilman Mann made a motion that was seconded by Councilman Wright to approve on second reading.  The motion carried unanimously.

Second reading was given Ordinance No. 2007-34 to appropriate $60,460 in FY08 Accommodations Tax monies.  Councilman Watson made a motion that was seconded by Councilwoman Valentin to approve on second reading.  The motion carried unanimously.

Second reading was given Ordinance No. 2007-35 to amend the Zoning Ordinance of the City of Easley code affecting Check Cashing establishments, Title Loan Lenders, Deferred Presentation (Payday Loan) Lenders, Pawn Shops and Bail Bondsmen.  Councilman Wright made a motion that was seconded by Councilman Watson to approve on second reading.  The motion carried unanimously.

Second reading was given Ordinance No. 2007-36 to rezone property at 404 South 5th Street to NC located on Pickens County Tax Map No. 5019-19-62-7276 (Property of Jeremy and Jaclyn Spencer).  Councilman Mann made a motion that was seconded by Councilwoman Dodson to approve on second reading.  The motion carried unanimously.

Ordinance No. 2008-01 to rezone property at the corner of West A Avenue and Hillcrest Drive to NC located on Pickens County Tax Map No. 5019-16-84-6833 (Property of George I. Newton) was tabled and will be taken up at a later date.

Mayor Bagwell read Resolution No. 2008-01 approving the execution and delivery of a memorandum of understanding with Easley Commons Retail Associates, L.L.C.; and other matters relating thereto.  Councilman Watson made a motion that was seconded by Councilman Wright to approve this resolution.  The motion carried unanimously.

Mayor Bagwell called for the election of Mayor Pro-Tem to serve for a period of two years.  Councilman Watson nominated Councilman Mann to serve as Mayor Pro-Tem.  The vote was unanimous to elect Councilman Mann as Mayor Pro-Tem.

Mayor Bagwell called for the appointments of the following committees:
   
Employee Grievance Committee: Gregg Powell, Donita Crowe

Housing Authority: Sharon A. Morgan

Zoning Board of Appeals: Jim Stuckey, Gene Riggins

Planning Commission: Pat Webb, Brian Gosey

Public Safety Committee: Brad Owen, Chairman; Danny Traber, Paula Bulluck

Architectural Review Board: Alan Ducker, Chris Youngblood

Councilman Watson made a motion that was seconded by Councilman Mann for the appointments of these committees.  The motion carried unanimously

The meeting adjourned.
